Regarding Ulip policies

Agents and company people are just fooling people the returns will to high on ULIP plans for just 5 years and even village people are made believe that returns are too high. Please advise me why IRDA is not taking steps to save the people from this. Poor people are filling applications with out knowing anything as the applications are printed in English and they don't even know for what they are signing.
