Regarding passport

I have applied for new passport at Amritsar passport office with file reference no. ASRG000405 on13.03.09. Police enquiry is completed, but your web site status coming No Objection Certificate is not receieved, but when I enquire here they said we send No Objection Certificate by speed post. Kindly clear the right position and what I should do now.
