About meter reading

Dear sir

i was facing problem of meterreading of rikshaws in bandra east when i travel from my home to station is arround 1.0 to 1.1 with or without signal but nowdays above 30% rikshas meter shows 1.4-1.6 which cost me extra Rs.4-5. from local area to station.for long distance is much more .please give me idea in this situation where to complaint& what action will take against driver & permit holder.
