Connection charges

Sir
I have shifted my base from Noida to Kolkata and currently staying at my parental home in Dum Dum Kajipara (Nagerbazar). I wanted to take a connection from the local Cable TV service provider. The provider charges Rs. 200 for the service but my objection is to make a payment of Rs. 500 for the connection. I enquired with the provider as the system practised in Noida was that if we have sufficient cable to connect the TV from outside, there was no requirement for the connection charge. But the service provider flatly said that he would take RS.500 to switch on the connection, which was a baseless excuse.
I refused to take the connection from him. The issue is that here we do not have any other service provider as nowdays areas are allocated. He enjoys monopoly. I would like to take some action against him as he is cheating people. Also he uses the electricity pole which is our personal propery and he hooks his cables on this pole as and when he likes, without any permission.
Please suggest what to do.
