Delay in receiving passport

I have submitted an application for passport on 2nd of july and my police verification was over with in 20 days. but i got a letter from passport office requesting to submit duly signed affidavit in support of my date of birth which i have done in the month of august itself after waiting for a certain period i went twice to passport office for asking about the status of my passport. but i got one more letter from passport office asking me to submit affidavit again which i did again on 1st week of October. but i checked my status online on 14th of October and it is same as before. Even after raising grievances and sending mails to Regional Passport Officer, there is no response. Iam really frustrated and fed up by the way passport office authorities treat people at passport office. what can i do now?
