Name in CIBIL inspite of doing nothing

I went to a financial Institution for Education loan where in I sumitted my documents for loan processing. 2 days later I got to know my name is in CIBIL. I saw the date of account opening which was

9- September. That time I was studying in the hostel. I graduated in and after 2 years of work experience I got an admission from top 10 UK Universities for management studies. But I need to have an education Loan. Someone else has taken a credit card on my name 5 years ago and I am suffering because of that. Never in my life I have taken a credit card. :-(I dont have any hopes left now.

From then I have approached 2 more banks from where I got the same response.

I dont even know wether there is a law to stop this or complaint against these people to take my name out of CIBIL. I WANT HELP. CAN ANYONE PLEASE ADVICE ME... PLEASEEEEEE...
