ECS for BSNL bill payment

I had availed ECS for BSNL bill payment from Canara Bank, Villivakkam (Chennai). It so happened that my telephone connection was disconnected on 13 Feb and on enquiry I came to know that the payment had not been sent by the Bank (Canara Bank) the month Jan. The due date for payment was 10 Feb. The bank some how has been giving irresponsible replies - like the manager in charge was out-of-station, etc. for my non-payment of bill. I am really pained by this act of Bank and would like to know what can be done in this regard.
