Chrges for fund tranfer from hdfc bank to hdfc bank

We are having a c/a with centurian bank of punjab now hdfc punjabi bagh with a/c no

134923020009514 where in there are some charges which other banks are not charging . for example we issue cheque infavour of third party having a/c with other banks and some parties having a/c with hdfc . when cheques are sent for clearing some amount is charged for fund tranfer incase of a/cs from hdfc to hdfc bank which is not justified in case of cbs branch

why the paying party is penalised for the third party having a/c with hdfc bank.
