Non issue of NOC, post foreclosure

Hello, This is a follow up complaint that i appreciate the fact that icici complaints board did look into my matter as the concerned Branch in Goa did get back to me through its trouble maker employee Mr. Sajjid who assured me that the NOC pertaining my loan foreclosure would be sent to me in 3 days time. Its been well over 15 days now and the status remains the same. I am convinced that icici do not wish to conflict with its customers when its customers do not have a liability but in all probability it is its employees who makes its employer liable to the customer for the employees' acts of commission and omission. I have informed the bank n number of times that the activities of the said Mr. SAJJID should be looked into as a lot of customers have conflicts with him. I have to face a lot of criticism for even introducing this bank to my friends as all i hear is complaints and not compliments. My silence should not be construed that i take things easy, it is just that i am giving time to icici to look into the matter and come to a logical conclusion. Its been well over 7 months now that i had foreclosed my car loan but the N.O.C is still pending. Legal action seems to be the only alternative now as icici seems to be playing games with its customers. Please reply back your say so that i know whether icici wants to resolve this issue or still keep it in abeyance for which matter icici would have to... the bank knows what!!! Thanks.
