Charge for Mark sheet issued by council

Sir,

My sister passed her 10th Board exams this year under the ICSE board from Carmel Convent School, Rourkela. When she went to collect her marksheet, she discovered that the school was charging Rs.100 for every marksheet issued by the council, when the fees for the same have already been collected by the council earlier. The school is also charging Rs.1500 for every transfer certificate being issued to the students who are leaving the school. I would like to know whether this is legal and what action can I take if it is not.
