Not setteling my PF account

Sir,

I was worked in CEAD my PF A/C number 23675/99, from 2002 TO 2005. in october i applied for my pf settlemet.my employer was not awalable to sign on my form 19 and 10c.so that i submitted my form signed by the bank manager and gazzeted officer and sent to the karimnagar pf office.but the the karimnagar pf office authorities sent back the form to me, mentioning that employer signature is must, even i submitted my forms along with a letter saying that the employer is not available and the office is closed.after that i approched to pf commissinor barkatpura on december 10th that day was pention adalat was going on. again karimnagar pf authorities sent back my form. so please kindly persuie this matter and help me in getting my pf amount sir.
