Very Poor and defecent service

I have a cellone (Post paid) mobile no. 9418168877. from the first day of activation there is problem to connect particular no 09457630923.whenerver i dial this number it always say that "All routs are vesi Please dail after some time" but till date i was not able to call single time. Howere despite my repeted complaint to the customer care center (no. J064615144 dt.06/10/08 & no. J154697132 dt.15/10/08) for last more than 15 days they always says that your problem will solve within 24 hours but till date problem is not soutout.now i have no other opition left to file a consumer complaint.
