Incoming barred for no apperant reason

I am a cellone subscriber since last 4 years i have just taken a jeewan sathi connection on my no 9436101656 and now my troubles started some times outgoing is barred and interestingly now incoming is barred the call center says bills are pending though all bills are paid and why would you bar incoming calls for the payment reason outgoing should be barred it is absurd and stupid i hope they realize the problem and solve.
