Criminal Offence to withholding PF

I was employed by Rajasthan University from 1975-1988 as Assistant Professor of Economics. From 1983-1888 I was in US on study leave. Before I could join the University my services were terminated. Since 1992 I have been trying to get back my PF and Gratuity without any success. In fact, it took almost 15 years for me to get no dues because of ongoing excuses and unavailabity of one officer or the other. In fact, no one was to be found in their offices most of the time. Finally, I submittted all the papers to Establishment and had written to former and present Registrar, Mr Ajai Singh Chittora and Mr Gupta (both Govet. Civil Servants) and also to Mr Sita Ram Gupta and Mr Trivedi, Dy Regsirars Estt. and Accounts. I called a few times and sent numeorus emails to Dr Jain VC but to date no response is forthcoming. I believe withholding PF is a criminal offence and the time has come that the culprits must be rounded up. Please treat this letter as a formal complaint and I expect warrants are issued against the above culprits.
