Unlawful withholding PG & Gratuity

I was employed by Rajasthan University from 1975-1988 as Assistant Professor of Economics. From 1983-1888 I was in US on study leave. Before I could join the University my services were terminated. Since 1992 I havve been trying to get back my PF and Gratuity withotu any success. In fact, it took almost 15 years for me to get no dues because of ongoing excuses and unavailabity of one officer or the other. In fact, no one is found in their offices. Finally, I submittted all the papers to Establishment and had written to former and present Registarr Mr Ajai Singh Chitottora and Mr Gupta (Civil Servants) and also Mr Sita ram Gupta and Mr Trivedi Dy Regsirars Estt. and Accounts. I called a few times and sent numeorus emails to Dr Jain VC but to date no response is forthcoming. I believe withholding PF is a criminal offence and the time has come the culprits must be rounded up. Please treat this as a formal complaint and I expect a warrants are issued against the above culprits.
