Centurian credit card
Without instruction how debit from my salary account

I have a salary account no-020801506648 in icici bank, siliguri. I have a credit card of Centurian bank of panjab.my credit limit was 20000/- but i expenced 19000/- in the last year. Rs.6000/- already paid. After the payment due to some problems i can't continue the payment.when company is agree for settlement with me with Rs.16000/- in two instalment. Than how can they instruct to bank for autodebit Rs.34504/-(current bill) from my salary account, without my instruction. Now my account is showing (-)balance. I have the settlement letter which is given by icici bank credit card collection agency on 28/03/08.
