Form 16 issue

Sir i was employee of CBOP and joined in july and left june. my employee id was T-18766. because CBOP has merged with hdfc bank so no person is not taking responsibility of form 16 of us. no one tell who will issue form 16.i contacted many times and request to hr but they are not issuing form 16. i have to fill myITR so i need form 16. pls help in this regard.pls take it on priority basis. i will thank you by heart.pls solve this problem as soon as possible.
