Cess charges for vehicles in navi mumbai

Hello!!

for any one of you who resides in Navi mumbai & owns a vehicle post here's a latest surprise.

I received a notice been send by the cess department all of a sudden post 2 years of having bought by car. The approach taken by the cess department is extremely crude & horrible, one fine day you get a notice been send to your home & the way it has been structured is as if you have commited a serious crime & have been absconding.

On speaking to the authorites, it has been discovered that the dealer has not paid the cess while registeration & there is a hefty penalty been imposed to pay up due to late charges..

I visted the dealer (Jaybharat hundai) officials & they deny that the laws at that point in time were not clear & if this was a mandate then the vehicle would not have completed the resisteration formalites.

I have been running pillar to post between the govt officials & the dealer, as if the law states to pay the cess fee, as a citizen we all would be abided by the same, what about the penalty for no fault of mine..
