Open main holes and broken road sides

In the month of June the whole of our street was dug up to put new water drain pipes. However, after putting the pipes hapazardly and making the main holes for rain water escape in about two months, now for the last two months or so the mainholes are lying open without lids and the road sides are totally broken. It is so counter productive and the water stands in front of the gates of the houses as there are no smooth ways for the escape of water.

Numerous requests to all concerned have resulted in no action.

Is this the way the Chandigarh Administration wants to maintain the City Beautiful? This has been the most torturous experience of my 53 years stay in Chandigarh.
