Sub: Delay in my daughter's passport.

I had applied for my daughter's PCC on 2 Jan 09 at Chandigarh Office. When we visited the chandigarh office on 11 Feb 09 they asked o fill the PP form once again Then I had submitted the PP form again on 20 Feb 09 on the enquiry window. It has been three months since and I still haven't received the passport. We are still waiting for it. When I check the status on the net it shows "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time." Why my daughter's passport has not been dispatched. Plz dispatch her passport. I would like to ask the concerned authority how long I have to wait to get her Passport as our interviews are coming near. And what are the unavoidable circumstances which has stopped my daughter's passport???
