Delay in Passport more than 5 months

I have applied for my daughter passport who is 5years old passport on 19-12 from pune passport office for which the verification is also carried out long back, still we have not received our passport the status showing in progress only from last more than 5 months.

We have also submitted the copies of Passports of both myself & my wife several times with covering letter to Pune Passport Office, but failed to get any reply. If i call to pune passport office, no one receives the call. If we go to possport office, every one neglects us as they are there for our service. It is not possible to go daily and request for the same. Because of these things, we are loosing the faith from government officers.

Authorities are not taking any responsibility for delay can you please also

take action against this because when we apply for passport it said that it

should not take more then 2 months to receive.
