Not taking new connection application

I have recently purchased a home in baroda. and i need a new gas bottle connection on INDANE... Which is run in karelibaug area by Chirag Gas Agency.

Despite several personal visit and phone calls, they are not willing to take my application for the new gas connection and excuse they are giving is regulators are not available, some times they say new connections are not awarded to anyone now..

I am not able to make out the reason why this is happening. kinldy do the needful
