Nobody picks up the phone

My consumer number 26778 with this gas agency. In the past 1 year I have noticed that usually I had to make atleast 30-40 phone calls to get hold of someone. Everytime you call, it sends a busy tone. Recently since last 12 days (made atleast 50-60 phone calls with their number 033-25746655) I have been trying to call them to book a cylinder but evertime I am getting a busy tone. Sometimes in between, the phone rings but nobody picks it up. I strongly believe that they are putting the receiver detaching it from the base and at other times not picking up the phone intentionally.
