Charge inspite of havn't receive the card

I have requested the additional card on my brother name. I have not receive the card yet and got he statment that it being use for 1 lakhs. I called the bank and they said card has been recieved by my brother. he is in Gujarat and and in Bangalore. after that they said they are invastigating. WHat to do.
