Lack of Information to harrass customers

I have had citibank account from it was a salary
account then later when i left the job it was converted to a savings
account with a minimum balance of Five thousand rupees which i
maintained. The bank has been charging my account with 250/- every month
effective July till date, in total they have charged my account with
2, 250/- without any information provided to me. As per the representative
they had sent me a communication on my email regarding the change in
policy that we now have to maintain a balance of 10, 000/- and not 5, 000/-
rupees. i don't do net banking and i have never requested the bank to send
me anything online since i am not net savvy i have always requested
everything in paper.this is a complete rip off as the consumer which is me
is not even aware about this and the representative has agreed that no
information was sent to me on paper. Kindly help me on this.
Consequences: i am a working girl and the earning member of my family as
my father has passed away.it is a huge amount for me and i feel helpless
and harassed by Citibank.i am in need of money.
