Debit amount from card

Dear all,

i had Citi bank credit card and i use this card last two months. last month i received call from citi bank health plan dept. they are explain the health plan and asking my card and contact address details suddenly they said we debit the amount automatically from your credit card. i said no no.. dont debit amount from my card i don't need this health plan plz don't do this. they are cut phone. i called that phone no they are not picking the phone. i called to citi bank customer care health plan call i received and they are said we cut amount from your credit card i said don't do please but they are cut the phone, plz don't allow debit amount from my credit card, customer care person said Defiantly we don't allow the debit the amount from your card and we forward complaint that department and gave the reference no. after two weeks again i called to citi bank customer care reg this complaint they are said we dont cut the amount and defiantly we forward to health plan dept. But now i received the statement with debit health plan amount. Please help me how refund from the bank.
