Citi bank is useless

I had a credit card for which Citi bank forcebly asked me to take a health insurance and informed wil send the documents in 7 working days. And i had to be paying Rs.100 every month (approx). This was the story 1 and half year back. I have not received any documents pertaining tothe insurance from a long time due to which i did not pay the amount without seeing the documents for my assurance. And citi bank has been adding interest to the amount and it has gone upto Rs.4000 /- now and i have received a legal notice to pay the amount which i believe i am not liable to pay as i have till now not received the documents for the insurance..
