Unnecessary interest charges even no product or service usage

Without any request bank issued me a draft i have returned the same as it is without clearing the same even though they forwarded the bill with int rs 1500 same paid and req made in written letter for account closure but same done by them still they are forwarding bill rs 132 no cancelation done when tried to speak at customer care no resolution provided.
