NOC for hypothecation valid for 180 days

My vechical was stolen on 4 april Now New india assurance have been submitted with all the documents for claim but they say the cant pay the loan unless the NOC given by Citicorp Maruit fiannce "clause 180 validity" is removed

Now both the compnay are rigid Citicorp said they will no remove this clause but revalide as and when required and New India assurance are saying that is not acceptable they need a clean documents

In this bargain my claim is on hold and i am not sure if i will get it

PLease advice??
