Non inclusion of free bengali news channel

There are two free bengali news channel named NE Bangla & Tara News are not available in the non-cass area. The NE Bangla is not available for last one month. As the rates of free channel are included in the CASS area, so it is presumed that the same rate is included in the non-CASS area also. Then, why MSO (City Cable, Kolkata) will not provide free channel (specially regional news channel) when the challel administration is not taking any charge for that channel?
