Not recieved the gift (student offer)

I had purchased a COMPAQ PRESARIO CQ-330TU LAPTOP on 15 th may and according to student offer i was supposed to register on line and submit all required document with DD of Rs.3999 at HP REDEMPTION SUPPORT C/O INNOVATIVE INCENTIVES & EVENTS PVT.LTD., SCF 13, 2nd Floor, Inner Market, Sector 7C, CHANDIGARH-110019 to claim for a gift i.e. MOTOROLA Smart Phone Moto Q8

mobile Phone according to the offer. I have received confirmation mail from HP Redemption Support that they have received all the documents and my FILE no.is 114970.

but I haven't received the gift yet. as it has been more than 11 weeks now (it was promised to be delivered within 4 to 6 weeks) is HP cheating customer?
