Overcharging of telephone on std call

I am student living in Chandigarh. Today (10-08-09) I was coming back from my class from sector 17 chandigarh, we are not allowed to take mobile phone at class and today I have to submit my fees for my class, so I called my parents (who live in Rohtak (Haryana)) from std (located on that subway) about withdrawl of money from my father;s atm which is with me. my call ends at 107 seconds he said me to give Rs18. I said its wrong. what is call rate and give me bill. he refused to give the bill and i said him i have only 15 rs with me, so how i can afford and i have to go home also by bus he refused and finally i have to give him Rs 15 and i came back home which is 2-5 km by foot. i feel ashamed and told all this to my parents and they call the std person and take his name and phone number. his name is mullak ram arora and telephone number is 01725012989. i want a strict action against him. he didnt gace me receipt of bill. my phone number is 09217461810. i dont want that he behave like that way with someone else and charge him with other person also
