Applying for gas connection

I am workin in MECON ltd which is GOVT of India Enterprises and presently working for naval base project at karwar. Since i am from tamilnadu i dont have any ration card. Agency id insisting for ration card which cant be produced by me.so I PRODUCED EMPLOYER CERTIFICATE IN THIS REGARD. But i could not get till today. Now what shall i do to get the same.
