Society managing Comittee

I stay in the society with 24 members, and the building along with society is about 12 yrs old, But from the very start few members have taken control of Managing Committee without giving opportunity to others, They have failed in all respect including Building Maintenance etc etc, though they get the monthly charges from all Members, The society Building is now in complete shambles and yet no one from the committee has taken any steps for get repairs done. There are also instances where in the 6 members call the AGM on a particular date then adjourn it and carry out another meeting AGM with the 6 members only and reelect the same team with few changes between them selves, Some times Husband and some time wife, can any one advice as to what stringent action i can take against these members as the condition of society is deteriioated, Is it possible to assign the management to Registerar of Society so that this MAFIA can be broken and some positive developments can be done, Every year the Balance sheet is perfectly balanced to the 0.001 paise. How is it possible.
