Sloppy work, did not give bill, shouted at custome

I had given some certificates for lamination. The lamination was badly done for four of the certificates with protruding lamination paper and bent certificates. When I requested the owner to correct it, he said that the problem was caused by the moisture content in my certificates and that he was not responsible. He started screaming that he has better equipment than shops in Chennai and started abusing me. I finally asked him to remove the lamination and give me the certificate. He still charged me Rs. 215 for 19 sheets (including two for which he removed the lamination) and refused to give me a bill.
