Cheating and fraud case

Sir, My father had booked a duplex house to cosmo infrastructures in 2006 situated in bhubaneswar, orissa. He had paid a amount of Rs.2, 00, 000 to cosmo pvtltd. But till yet he didnot register the duplex house nor started the work at project site where he bought the land.he neither contacted us. We tried to contact him but all gone in vein. we then moved to polics station many times but they never register the case. my father and my family are harrased mentaly. We want our money back

Please kindly help us, how to move and where to go also please suggest me what to do in this situation where no one neither police station or or higher authority registering the case. Please help me
