Delivery not on time

I booked a tatkal I-Ticket on 15th May for my journey on 20th May. But I still didn't received the ticket from the courier service, today is 18th May. I have called them so many times they only say that we will deliver as soon as possible but no one came yet. They infact say that they cannot deliver properly as the address is not stated properly..but I have received so many ticket before on the same address.
If the ticket is not delivered properly on time I have to miss my train..and it's very important for me to board the train on time. The person should have some responsibilty for the delivery..they have my number and can call me if they have any problem but they didn't.
What should I do now... nobody is here to help..I am writing this one hoping to get some help and also if the people who are responsible for these things should start looking into their responsibilities more seriously. Because for them we are paying more money and also we are trusting on them.
