Excess payment through card

I received a letter No.5228264 dated 19 Jan stating that the purchase against my credit no xxx dated 160109 will be converted into EMI transactions and will be levied to my account. Please note that I did not make any transaction on 100109, and the amount mentioned could be the excess amount you had deducted from my credit card (deducted twice for booking one rly ticket). You have no right to deduct any amount from my account for which no transaction has been made. Please note that if you do so, I shall inform the matter to RBI and also I may be forced take legal action agaist you. Also today I received a SMS stating that the available balance in my credit is Rs23, 423.10 but when I checked my e statement it shows 25034.33. Please clarify why these two statements are different. I am expecting a reply within 48 hours from now. Otherwise I may report the matter to higher ups.
