Credit card bill payed but still getting bill

Hi,

I have payed my Credit card bill including fore closing EMI . As i have paid the bill through cash i was levied 234 bugs . since i was waiting for the redeem points

so that i can cancel my card, next month i have recieved 600 bugs as fine. I did not understand what principle icici are following even though you have paid the whole amount, still you have to pay. Latre i have blocked my credit card, but by amount is more than doubling. Kindly look into my issue. Iam hesitating to take any credit card in my future, because of this.
