Activation of Barclay Membership without my consent

Hi,

My barclaycard number is 4339 4878 5703 6993. Barclay Bank has activated some kind of membership without my consent for which they have charged Rs.5000 Service tax. When I request them for de-activation they replied that its not at all possible. How can anyone activate some new plans without the card's holder consent.
