Finance charges charged for bank or vendors fault

In June I get a bill for a transaction of 27/11/07. Which I have the bank to investigate as I do not recollect the transaction. Till now the investigation is not done. In July i get a bill for the Finance charges and Services tax & cess levied for the amount. Which is ridiculos on behalf of the bank.

First, to entertain a vendor for asking payment in the month of june for november transaction.

Second, to cancel our card and issue new card

Third, without investigation ask the client to pay the amount finance charge service tax cess.

I think the bank is having enough customers and do not need to retain the existing customers.
