Till now passport has not recieved

Sir, my application date is 06-03-09 till my passport status is police report has not been recieved, but as per the passport office on many occasion had given statement through media that passpoprt will be issued with in 30 days or 40 days li9ke that now the period is more than 75 days so what is the reason for the delay. my file no is Hyd M004935.

CAN U GIVE ME THE REASON SO THAT IT CAN PREVENT ME TO APPROACH /TAKE LEGAL ACTION
