False promise

I got a call from customer infotech executive regarding tata post paid connection.he promised me that for a monthly rental of Rs 149 i will be provided tata to tata unlimited calls free and 200 minutes call free local and STD at the rate of 50 paise per minute to other network and 300 sms free. i paid Rs 500 security deposit by SBI cheque No796793 dated 24/09/10 and Rs 100 cash as activation charges. But after activation of my sim No A00000117BE05E (8010929B) on 29/09/10 i came to know that i was cheated. i have to pay Rs 249 for the entire package. After this i have tried to call their executives but they are not answering my calls.
