No Option to Talk to Cust Care

I am Tata Indicom Mobile from 2 years. Now i have started facing a problem of discrimination by Customer Care.

when i contact customer care i donot get any option to talk to customer care.

but the same thing when i try from another Tata indicom phone i get an option to talk to customer care. why do you discriminate some customers.

Are we not qualified to use that facility.
