Non allocation of residential quarters

This Department has got constructed more than 250 residential quarters in Boyenpally area of Secunderabad in the year 1999. Except for the Electrical and Muncipal Water Supply, the quarters were ready for occupation in the year 1999 itself. The quarters are ideally located and nearer to most of the department's offices. But even though more than ten years of completion of construction, the department is not allocating the quarters to any officers of the department. The department must have spent several crores of rupees on this wasted project. Will some forum come forward in rescuing peoples' money thus wasted?
