Charging more then MRP

When i went to buy cycle lock in cycle shop, he showed me two type of lock one is rs.60/- another one is rs.100/- whn i told him to gv rs 60/- wala lock and to give me the packet, whn he gvme the packet, in that packet its writtten price of lock is mrp rs.40/-

whn i aks why u r selling more thn mrp, he is telling its owner s prc.

so i rejected n came back now how we can catch him

can u gide me since he is selling more then MRP price.
