Allotement not revived by DDA

I am 63 years old senior citizen, now retired. In 1979, I got MIG flat registered in my name. In I was allotted MIG flat in Narela. I asked for change of locality and returned D.A.L. issued to me. It was not agreed to. I was left with no other alternative, but to seek the same MIG flat No: 109, Sector A-10, Pocket 2 Group 2. After lot of follow up, it was agreed vide DDA's letter No: FM339 (539) 01/NA/NP/1874 of 2.6.03. Since then I have been asking for fresh D.A.L. but D.D.A. instead of issuing fresh D.A.L. is asking me get the refund, which is unfair and a harrassment for a senior citizen. I have no other place to live in Delhi and request you to issue a fresh D.A.L. so that I desposit the first instalment please.
