Misuse of govt property for personal uses

Hi i want to complaint for Mr. Sureinder gaur r/o of 108 b dda janta flat pitampura in madhuban chowk residence of this house is misusing dda land for his personal uses withour any prior permission from dda land that they are using another dda flat for their daugther marriage & they put that flat on rent also & using for their personal use only.i eant action shoued be taken against them as soon as possible.
