Demand draft not refunded

I was made a D.D no.723230 & lost it, then made another duplicate D.D no.723452 in respect of first D.D for passport but passport office reject this duplicate D.D no.723452, i was gone to "SBI BRANCH NEW COURT LUDHIANA" but they said that duplicate D.D will not refund, they call me many times, they said come again & again & again, i m having D.D & bank having my money but D.D is not refunded, now tell me what can i do they r not refunding my money

i was deposited money to passport office & plz refund my money of D.D no.723452
