Not getting money

Dear Sir,

I booked a flat Souterganj, Kanpur being constructed by Deep Builders (Ganesh Poddar) and a sum of Rs. 200000 was paid via cheque in September for registration after receiving aggrement papers. Recently, via newspaper I come to know that the map shown by builder to us is not approved by the KDA and KDA has stooped the construction. Now we approached the Builder to return back our money but he simply says I'll arrange and then I'll call you. When ever we try to contact him personnally or through contact no. he does not entertain us. I'm working lady and my husband is poted out of this city. We have limited time to contact this person. Please suggest how to get my money back
